the organization has not only learned how to develop right-handed pitching prospects, but has also proven adept at importing lefty pitchers.

might could be that the Yankees have a good idea of how to train pitchers and that they have high standards.

might could be that they believe that the guys who are more suited to relief work are expendable and that other teams place slightly more value upon those guys.

how you noticed the Yankee organization acquiring, at small price, pitchers who have not succeeded as starters in other organizations and "tweaking" these guys into good working order?

seems to me that they've picked up guys, buffed 'em up and then watched them gain value sufficient to be re-converted to starters?

the organization concentrated on training catchers and did pretty well at it.

then they moved on to developing pitchers…

but he's no more than a part-time player for the Yankees until such time as Judge ceases to play the outfield, given how well Rice is hitting, Judge is gonna stay in RF at least until Stanton is kaput.
